J&K government unveils comprehensive rehabilitation framework for drug abuse victims

Srinagar, June 11,2026- In a significant step towards combating substance abuse and supporting recovery, Chief Secretary Atal Dulloo today finalised a comprehensive Rehabilitation and Socio-Economic Reintegration Framework aimed at ensuring the successful return of drug abuse victims to mainstream society.

The newly developed framework adopts a holistic and multi-dimensional approach to rehabilitation, integrating de-addiction treatment, psychosocial support, education, skill development, employment opportunities, and continuous monitoring to promote sustainable recovery and social inclusion.

Officials stated that the initiative is designed to address not only the medical aspects of addiction but also the social and economic challenges faced by recovering individuals. The framework seeks to empower beneficiaries through structured support systems that facilitate their reintegration into families, communities, and workplaces.

A key feature of the framework is the introduction of a dedicated mentor-led handholding system, under which beneficiaries will receive personalized guidance, regular progress monitoring, and access to various opportunities and support services. The mentors will play a crucial role in helping recovering individuals navigate challenges, build confidence, and maintain long-term sobriety.

Chairing the review meeting, Chief Secretary Atal Dulloo emphasized the importance of a coordinated and compassionate approach to tackling drug addiction. He highlighted the need for sustained rehabilitation efforts that extend beyond treatment centres and focus on creating pathways for education, employment, and social acceptance.

The initiative is expected to strengthen the government’s ongoing efforts to curb drug abuse and support affected individuals in rebuilding productive and dignified lives. Stakeholders believe the framework will serve as a comprehensive model for long-term recovery and socio-economic empowerment of former drug users across Jammu and Kashmir.
