Budgam, September 10, 2025 – The District Administration Budgam organized a one-day training programme on Community-Based Disaster Risk Reduction and Management (CBDRM) at the District Headquarters in Budgam, aimed at bolstering disaster preparedness and resilience. The event, held under the supervision of the district administration, saw active participation from officers, engineers, and community stakeholders, including the Additional Deputy Commissioner (ADC) Budgam, Assistant Commissioner Development (ACD), District Information Officer (DIO), Block Development Officers (BDOs), and Assistant and Junior Engineers (AEs and JEs) from the Rural Development Department (RDD).The training featured Retired Professor G.M. Dar, formerly of IMPARD, as the guest speaker. Prof. Dar emphasized the critical role of community-based planning and proactive response mechanisms in effective disaster management. He stressed that disaster preparedness extends beyond institutional frameworks, requiring active community participation at the grassroots level to ensure resilience and timely action.
“Natural and man-made disasters, though unpredictable, can be effectively managed if communities are empowered with knowledge and equipped with proper response mechanisms,” Dar noted, advocating for regular mock drills, community awareness, and inter-departmental collaboration to reduce vulnerabilities and safeguard lives and property.Participants were trained on key aspects of disaster risk reduction, including risk identification, vulnerability mapping, preparedness measures, mitigation strategies, resource mobilization, and coordination among line departments. Practical insights were shared on how field officers and engineers can minimize risks through effective planning and implementation of safety measures in their jurisdictions.
The programme also highlighted the importance of early warning dissemination and capacity building to strengthen local institutions.The ADC Budgam reiterated the district administration’s commitment to adopting a community-centric approach to disaster management, emphasizing the integration of disaster risk reduction measures into developmental planning. The training provided a platform for participants to exchange experiences, discuss field challenges, and resolve to work collaboratively to enhance disaster preparedness across the district. The administration reaffirmed its dedication to fostering resilience through coordinated efforts among departments.This initiative aligns with global and national frameworks like the Sendai Framework, which advocates for inclusive, community-driven disaster risk management.
