Kulgam, October 3, 2025 – In a resounding close to the fortnight-long #SevaParv celebrations, District Development Commissioner Athar Aamir Khan spearheaded a vibrant culmination event in Kulgam today, channeling the spirit of public service into tangible empowerment for hundreds of families and youth. The gathering, marked by enthusiastic community participation under the banner of #DCKULGAM, witnessed the distribution of sanction letters under the transformative #HADP (Holistic Agriculture Development Programme) and #MissionYUVA, alongside the emotional handover of house keys to deserving beneficiaries of #PMAY-U (Pradhan Mantri Awas Yojana-Urban) and #PMAY-G (Pradhan Mantri Awas Yojana-Gramin).
The event, held at the Mini Secretariat Conference Hall amid chants of appreciation and cultural performances by local school children, underscored the Jammu and Kashmir administration’s unwavering commitment to grassroots development. DDC Khan, an IAS officer of the 2016 batch and IIT Mandi alumnus, personally distributed over 50 sanction letters under #HADP, empowering progressive farmers like those from Wanigund village to adopt high-tech, sustainable agri-practices. “Agriculture is the backbone of Kulgam’s economy,” Khan emphasized in his keynote address. “Through #HADP, we’re not just providing financial aid but equipping our farmers with tools for resilience, innovation, and market-driven growth—reaching every farm family to ensure zero left behind.”Building on recent milestones, the programme highlighted the district’s proactive strides in youth skilling. Just days ago, the District Level Implementation Committee (#DLIC) under Khan’s chairmanship approved 142 fresh cases under #MissionYUVA, focusing on self-employment avenues like PMEGP, PMFME, and IDDS schemes. Today, an additional 30 sanction letters were handed out, targeting unemployed youth identified in baseline surveys. “Mission YUVA is our pledge to the future,” Khan stated, urging officers to fast-track disbursals for sustained livelihoods.
Attendees, including Additional Deputy Commissioners, General Managers from District Industries Centre, and representatives from Employment and Social Welfare departments, lauded the initiative for fostering entrepreneurial ecosystems in a region poised for economic revival.The emotional high of the day came with the PMAY key handover ceremony, where 25 families—comprising urban dwellers from Municipal Council Kulgam and rural households from peripheral blocks—received possession of their new homes. This aligns with the recent PMAY-U Angikaar 2025 Mela organized by Urban Local Bodies (ULB) Kulgam, where Khan inaugurated efforts to mobilize communities against single-use plastics under Swachhta Hi Seva. One beneficiary, a single mother from Pombay, teared up while receiving her keys: “From makeshift shelters to a secure home—this is the real #SevaParv miracle.”
The culmination also featured awareness stalls on eco-friendly farming, digital literacy for youth, and women-led enterprises, drawing over 500 participants including farmers, SHG members, and students. Echoing the Seva Parv ethos of ‘Service with Enthusiasm,’ Khan called for collective action: “These schemes are bridges to self-reliance; let’s cross them together for a Viksit Kulgam.”As #SevaParv wraps up, Kulgam’s administration gears up for deeper implementation, with officials targeting full saturation of #HADP and #MissionYUVA by year-end.
