SRINAGAR, September 11, 2025: Chief Secretary Atal Dulloo chaired a high-level meeting to evaluate the progress of the Cyber Security Action Plan across Jammu and Kashmir, emphasizing swift rollout of the e-SAM portal, comprehensive web audits, and reinforcement of cyber safety measures.The meeting included Administrative Secretaries from all departments, Inspector General (Crime), Commissioners of Jammu and Srinagar Municipal Corporations, CEO of Jammu and Kashmir e-Governance Agency (JaKeGA), State Informatics Officer (SIO) of NIC, and other key officers. Dulloo commended the advancements in securing departmental websites, deploying Endpoint Detection and Response (EDR) and Unified Endpoint Management (UEM) solutions in the Civil Secretariat, and other protective initiatives against cyber threats.He reviewed efforts to augment the State Data Centre (SDC), operationalize a Mini Security Operations Centre (SOC), and build capacity for cyber hygiene among officers. Stressing holistic IT asset protection, the Chief Secretary directed the immediate rollout of the e-SAM portal to enable comprehensive inventory, security, and monitoring of all IT resources.IT Department Secretary Dr. Piyush Singla reported that security audits for 175 of 250 websites are complete and live, with 40 under vulnerability testing; 1-2 sites are cleared daily, aiming for full completion within the month. Of JaKeGA’s 53 portals, 50 are secured and operational, with 3 pending, and 19 redundant websites have been decommissioned.EDR and UEM have been deployed across Civil Secretariat complexes in Jammu and Srinagar, covering 5,100 devices, with extension to Head of Department (HoD) offices underway. IT asset census is complete for 23 departments, and the J&K e-SAM instance is in testing, poised to enhance cyber resilience through unified inventory.
Atal Dulloo also assessed Cyber Crisis Management Plans (CCMPs), adoption of official government email IDs (now at 1.61 lakh users), and increased Gov Drive usage for secure storage. Discussions covered USB/pen drive restrictions (whitelisting only in exceptions), migration to Meghraj cloud, integration of SICOP and JPDCL data into SDC, and Single Window System launch by month-end. Plans for SDC augmentation, Mini SOC operationalization in Jammu (upgrading to full SOC), and IPv4 to IPv6 website migration by year-end were highlighted.The Chief Secretary urged a proactive cyber security stance, deeming robust digital safeguards essential for governance efficiency. He instructed departments to collaborate closely with IT authorities to address gaps, implement best practices, and meet all deadlines.
