Kashmir, December 11,2025- Lieutenant Governor Manoj Sinha handed over appointment letters to 41 Next of Kin (NoKs) of victims of terrorism from the Jammu Division, reaffirming the government’s commitment to support families who suffered during decades of violence in Jammu & Kashmir. Appointment letters were also provided to 22 beneficiaries in age relaxation cases and 19 wards of J&K Police martyrs under SRO-43 and the Rehabilitation Assistance Scheme (RAS).
Earlier, on July 28, 2025, the Lieutenant Governor had handed over appointment letters to 94 NoKs from the Jammu Division. With today’s distribution, a total of 135 terror victim families have received long-awaited relief and recognition.
In his address, the Lieutenant Governor paid homage to civilian martyrs and expressed solidarity with the families. He said that terror victim families were forced to struggle in silence for decades, denied justice, and left with deep emotional scars. He added that the administration is now ensuring these families are recognized, respected, and rehabilitated.
The Lieutenant Governor reiterated his commitment to restoring dignity and economic security to those who paid the highest price. He stated, “It is my commitment to restore the dignity and economic security to those families, who paid the highest price. Our mission to provide jobs to real victims of terror and true martyrs reflects the commitment that the nation stands with them with concrete action.”
He said the mission of the administration is to bring meaningful change in the lives of families deliberately deprived of justice, enabling them to contribute to society’s progress and nation building. He added that with the job appointment letters handed over to 41 terror victim families, 22 age relaxation cases and 19 wards of J&K Police martyrs, the government has fulfilled its promise.
The Lieutenant Governor recalled emotional accounts shared by the families. He narrated the painful story of Naseeb Singh from Kotranka, Rajouri, whose father Dharam Singh and four others were brutally killed by terrorists on June 28, 2005, leaving the family in fear and hardship for 20 years. He also spoke about the suffering of Akhtar Hussain’s family in Reasi, whose father was killed by terrorists in 2005, and the family of SPO Sanjeet Kumar, murdered in Kishtwar in 2004.
He said these families bore immense grief for decades, but today marks a new beginning that allows them to rebuild their lives with dignity.
The Lieutenant Governor stressed that under the leadership of the Prime Minister and Home Minister, the administration is dismantling the terror ecosystem in Jammu & Kashmir. He said peace in J&K has not been bought but established, and the era of misgovernance is over. Terrorists, separatists, and their supporters are no longer able to secure government jobs, and instead, they are being identified and punished under the law.
He also warned that certain elements from the dying terror ecosystem are attempting to spread misinformation and negative narratives. He said strict action will be taken against those who fan separatism or threaten national unity.
The Lieutenant Governor appealed to all sections of society to contribute to the ongoing “Mahayagya” of development in Jammu & Kashmir with sincerity and selfless action.
The event was attended by DGP Nalin Prabhat, Principal Secretary Home Chandraker Bharti, Commissioner Secretary GAD M. Raju, Divisional Commissioner Jammu Ramesh Kumar, IGP Jammu Bhim Sen Tuti, Deputy Commissioners of various districts, senior officials, MLAs, members of social organisations, and families of terror victims.
