LG Affirms Commitment to Electoral Process in Jammu & Kashmir | Highlights Delimitation Progress All provisions of Article 370 will not apply except clause one announced the Home Minister Amit Shah in Parliament on August 9, 2019. The Home Minister had presented this bill in the Parliament of the country, said the Lieutenant Governor of Jammu & Kashmir, Shri Manoj Sinha. So through the Parliament he assured the country and the people of Jammu and Kashmir that delimitation first, Assembly election second and third, Statehood at an appropriate time. The first one has been done. Now the seats have already been increased. Ladakh is separated. Who would deed the boundaries of the assembly without the delimitation commission? There are some people who see this dream day and night. They know what the truth is but try to mislead people again and again by telling lies. The Delimitation Commission also has associate members. All MPs are associate members. So they have every right to express their views. They visited Jammu and Kashmir thrice under the leadership of Justice Ranjana Desai. They met all the stakeholders. Those who had given representation in writing were taken. And the delimitation was finalised, LG said. Now the question arises in many minds, when will the elections be held? I don’t understand one thing that India is running according to the Constitution, LG said. Only the Election Commission has the right to decide when elections will be held. No other person in the whole of India has the right to decide. Whatever information the Election Commission of India has asked from the Jammu and Kashmir administration and whatever arrangements have been asked to be made, we have done it all. And today I want to say from this platform that now when the Election Commission of India says, the Jammu and Kashmir administration is ready to conduct assembly elections. I will leave from here only after holding the assembly elections, said the Lt Governor. I understand that this is a national service that I have to perform, said the Lieutenant Governor of Jammu & Kashmir, Shri Manoj Sinha.
