In a landmark move to address long-standing grievances, the Jammu and Kashmir administration, led by Lieutenant Governor Manoj Sinha, has initiated a comprehensive outreach program to support the next-of-kin (NoKs) of terror victims. On July 13, 2025, appointment letters were distributed to families of victims killed by Pakistan-backed terrorists, marking a significant step toward justice and rehabilitation for those who have suffered silently for decades.
The program addresses historical injustices faced by families, particularly from the 1990s, when many lost loved ones to terrorism. Helplines have been established across districts to register grievances, with hundreds of complaints already received, including cases where FIRs were not registered, lands were encroached, and properties were demolished. LG Sinha has assured that culprits will not be spared, emphasizing accountability and justice. In Anantnag, LG Sinha met with 13 terror victim families, describing the interactions as “deeply emotional.” The administration has issued 40 appointment letters in Baramulla alone, alongside providing government jobs, financial aid, and support for self-employment to ensure sustainable livelihoods. Follow-ups on pending police cases have also been prioritized to deliver comprehensive relief.
This outreach is part of a broader effort to honor the thousands of innocent civilians affected by terrorism in Jammu and Kashmir. The administration’s proactive measures, including doorstep delivery of rehabilitation services, aim to restore trust and provide closure. By addressing land encroachment and property disputes, the initiative seeks to rectify systemic failures that left families neglected for decades. The emotional and economic support extended to these families not only acknowledges their pain but also strengthens the bond between the administration and the people of J&K. As the government continues to roll out these measures, it sets a precedent for addressing historical wrongs, ensuring that the legacy of terror victims is honored through tangible action and justice.
