J&K’s 5th Edition of ‘Back to Village’ | DC Pulwama Says Three Tier System Has Matured Back to Village, 5th edition of the programme is being implemented in Jammu & Kashmir from November 7-Nov 16, 2023. At Panchayat Halqa Kalmpora, Deputy Commissioner Pulwama, Dr Basharat Qayoom said, our Back to Village programme has evolved now. In the beginning our PRIs, BDC, DDC or the three tier system was not so mature. The DC said the three tier system in Pulwama has now matured enough and the planning is done by them. During the initial Back to Village programme funding was not there. Now for the past three Back to Village programmes, funding is taking place. Now our Back to Village programme has moved forward from the demand and resolution stage, said the DC. Now it has become a platform on the ground level where we do consultations with representatives of PRIs and members of the Gram Sabha. Senior visiting officers from the government are deputed for these programmes. Our focus is to saturate all the beneficiary schemes, the DC said. The focus of the district will be to assist the youth in self-employment schemes. Huge benefits are coming. Earlier, no one used to listen to us, said an elderly in Pulwama. Now the officers come in a timely manner and listen and resolve our problems. The work that could not be done forty years ago can be done quickly today. Earlier we used to approach the officers. Now the officers come on their own at the Block level and Panchayat level wherever the programmes are held, a Pulwama resident said. They look after their appointed areas. Mohd Amin, Deputy Secretary Finance said, earlier people had to go to the big offices or approach the honourable ministers. Now they come to these Back to Village programmes and fill applications for resolution of their problems and getting their work done in an organised manner.
