Jammu, January 21,2026- Census-linked House Listing Operations (HLO) will commence across Jammu and Kashmir from June 1, marking a crucial preparatory phase ahead of the upcoming national census exercise. The operations aim to create a comprehensive database of residential structures, households, and basic amenities across the Union Territory.
The decision was taken during a high-level review meeting chaired by Chief Secretary Atal Dulloo, where officials discussed timelines, manpower deployment, and logistical preparedness to ensure smooth execution of the exercise. The house listing phase will lay the foundation for accurate population enumeration by capturing essential housing and asset-related information.
As part of the process, residents will be encouraged to participate in self-enumeration, allowing households to digitally submit details prior to door-to-door verification by enumerators. To facilitate this, trained officials and technical support staff will be deployed at district and charge levels to assist citizens, particularly in remote and rural areas.
Officials informed that the census-linked operations will be carried out using digital tools and mobile applications, ensuring transparency, real-time monitoring, and data accuracy. District administrations have been directed to establish dedicated Census Cells, identify enumerators and supervisors, and complete training well ahead of the launch date.
The Chief Secretary emphasised the importance of inter-departmental coordination and public cooperation, stating that accurate house listing is essential for effective planning, development policies, and equitable distribution of resources. Deputy Commissioners were instructed to personally oversee preparations and ensure timely completion of assigned tasks.
The house listing phase is expected to significantly enhance data-driven governance in Jammu and Kashmir, providing critical inputs for urban planning, rural development, infrastructure expansion, and welfare schemes.
