Jammu, December 11, 2025: In a decisive move to enhance digital governance and strengthen citizen services, Chief Secretary Atal Dulloo has directed a comprehensive push for 100% panchayat coverage through Common Service Centres (CSCs) across Jammu and Kashmir. The initiative aims to make government services more accessible to rural and remote communities.
At a high-level review meeting of the Information Technology Department, Dulloo emphasized the need to saturate every panchayat with CSC facilities, ensuring citizens can access services like Aadhaar enrolment, banking, insurance, government scheme registration, skill development programs, and tele‑law services without traveling long distances. Officials were instructed to implement a three-month action plan for onboarding new services and improving the functionality of existing CSCs.
Expanding CSC Network Across J&K
Jammu & Kashmir currently has over 20,500 CSCs, of which around 11,500 are fully operational. Under this expansion plan, additional touchpoints are being established in underserved areas, including remote districts like Doda, Kupwara, and Pulwama. Mobile CSC vans are being deployed to bring digital and financial services directly to citizens in far-flung locations.
Dulloo highlighted the role of Digital Centres of Excellence in each district, designed to serve as multi-service hubs. The focus is on last-mile delivery of citizen-centric services, ensuring transparency, convenience, and financial inclusion. Real-time monitoring dashboards and regular field inspections have been mandated to maintain service quality and address grievances efficiently.
Boosting Digital Inclusion and Governance
The initiative is expected to significantly boost digital inclusion in the Union Territory. By leveraging CSCs, citizens can avail themselves of critical government services, banking facilities, and skill development programs locally, reducing both time and cost. Furthermore, the move aligns with broader objectives of empowering rural communities, improving service delivery, and fostering economic and social development across J&K.
Chief Secretary Dulloo stated that achieving 100% panchayat inclusion will be a milestone in bridging the urban-rural divide and ensuring every citizen benefits from government schemes digitally. The administration aims to complete the expansion within the next quarter, marking a major step toward a digitally empowered Jammu and Kashmir.
