Ultra Set Used in Pahalgam Attack: Encrypted Chinese Device Bypassed Indian Networks, Says NIA Ultra or Ultra Set is the term used to describe a Chinese-made highly encrypted communications device which was used by terrorists in Pahalgam Attack on 22nd April 2025. This device combines the features of a mobile phone with advanced radio technique. It works with radio waves and sends secure voice, video and text messages using Chinese satellites like BeiDou which makes it very difficult to track or intercept..This device completely bypasses traditional GSM or CDMA networks allowing terrorists to evade Indian surveillance systems. According to sources, these devices were smuggled from Pakistan and are banned in India since 2020. The National Investigation Agency (NIA) and Indian intelligence agencies have linked these devices to the Pahalgam attack in which 26 innocent lives were lost. It is believed that through these devices the terrorists coordinated with their handlers across the border. AlpineQuest is not a physical device but a GPS based navigation and mapping application designed for trekking, hiking and off-track navigation developed by a company named Cyberia. It works without the Internet. In this, users can save topographic maps offline. And can do real time orientation tracking and compass orientation through smart phone’s magnetic sensor and GPS. It supports memory maps files. It also has features like statistics and interactive graphics. In the context of the Pahalgam attack, it has been claimed that terrorists used AlpineQuest for offline navigation in the difficult areas of Jammu and Kashmir.Their location storage capability helped them coordinate without the internet. However, no direct evidence has been found regarding these claims. And the information linking the Aap to the attack is based solely on anonymous sources. Some of the confusion surrounding AlpineQuest may have arisen from its association with Ultra Set, when in fact the two are completely different from each other.While Ultra Set is a physical encrypted communication device, AlpineQuest is merely a navigation software.
