Srinagar, July 17, 2025 — Reflecting on five years of governance in Jammu and Kashmir, Lieutenant Governor Manoj Sinha said that the state authority is now fully established across the Union Territory. In a candid assessment of the security and administrative situation, Sinha highlighted a remarkable decline in terror recruitment, calling it a strong indicator of peace returning to the region.
From over 100 terror recruits annually before 2019, the number has dropped to just one in the last year, Sinha said during an interaction in Srinagar. He attributed this turnaround to coordinated efforts by security forces, efficient governance, and increasing public confidence in the administration’s development agenda.
Manoj Sinha emphasized that Jammu and Kashmir is witnessing a shift from conflict to confidence. The youth have rejected violence and are actively participating in building a peaceful, progressive, and united Kashmir. With large-scale infrastructure projects, educational reforms, and employment initiatives underway, the administration is focused on creating new opportunities and fostering inclusive growth.
The Lieutenant Governor noted that the ground situation has improved significantly, with normalcy restored and governance strengthened. State authority, once challenged by militancy and unrest, now stands reinforced by law, constitutional framework, and people’s participation.
On his working relationship with the elected Chief Minister, Sinha said, “My ties with the Chief Minister are cordial. I work within the constitutional limits and respect the democratic mandate. There is complete harmony between the administration and the political leadership for the welfare of the people.”
