JAMMU, APRIL 30, 2025 — In a decisive push to strengthen social welfare schemes across Jammu and Kashmir, Minister for Social Welfare, Health, and Education, Sakeena Itoo, conducted a comprehensive review meeting, urging officials to adopt a citizen-first approach to ensure efficient delivery of benefits to the region’s vulnerable sections. Emphasising community involvement, robust monitoring, and tech-driven transparency, Itoo outlined a vision to make welfare programs more accessible and impactful.
Addressing senior officials, including Commissioner Secretary of Social Welfare Department Sanjeev Verma and Directors of Social Welfare for Jammu and Kashmir, Itoo stressed the need for a system that prioritises beneficiaries. “Our schemes must reach every deserving individual with dignity and without delay,” she said, calling for empathy and accountability in implementation.
The minister reviewed key programs, including the Integrated Social Security Scheme , National Social Assistance Programme , pension schemes for the elderly and differently-abled, and women-focused initiatives like Ladli Beti and Pradhan Mantri Matru Vandana Yojana . She directed officials to enhance coordination between departments and conduct regular evaluations to ensure funds and services reach intended recipients.
To address gaps in delivery, Itoo advocated for robust monitoring systems to track progress and resolve bottlenecks swiftly. She also highlighted the role of tech-driven transparency, urging the adoption of digital tools to improve access, reduce leakages, and maintain accurate beneficiary records. “Technology can bridge the gap between policy and people,” she noted.
A key focus of the meeting was fostering community involvement. Itoo encouraged local stakeholders to take ownership of welfare initiatives, ensuring schemes reflect the needs of Jammu and Kashmir’s diverse population. “When communities are engaged, the impact of our efforts multiplies,” she said.
