PDP MLA Waheed Ur Rehman Para secures LG approval to introduce bill for regularisation of temporary workers in J&K

Jammu, April 08, 2025 – In a significant development for the workforce of Jammu and Kashmir , Lieutenant Governor Manoj Sinha has approved a private member’s bill introduced by People’s Democratic Party MLA Waheed Ur Rehman Para. The bill, titled the Jammu and Kashmir Civil Services (Special Provisions for Regularisation of Adhoc, Daily Wagers, Need Based and Other Temporary Workers Bill, 2025, aims to regularise the services of thousands of daily wagers, ad hoc, and temporary employees across various government departments in the Union Territory.

The approval came late Monday, clearing the way for the bill to be tabled in the J-K Legislative Assembly on Tuesday, April 08, 2025. This move marks a pivotal step toward addressing the long-standing demands of daily wagers, who have been advocating for job security and regularization for years.

PDP MLA Waheed Para submitted a notice to the Assembly Secretary earlier this month, expressing his intent to introduce the bill under the provisions of the Rules of Procedure and Conduct of Business in the Legislative Assembly. The proposed legislation seeks to provide a legal framework for the regularization of ad hoc workers, daily wagers, need-based employees, and other temporary staff who have been serving in various capacities across J-K’s government sectors.

The LG’s nod was formalized under Section 36(1) of the Jammu and Kashmir Reorganisation Act, 2019. In an official order, LG Sinha stated, “I, Manoj Sinha, Lieutenant Governor of the Union Territory of Jammu and Kashmir, hereby accord my approval to the introduction of the bill in the Legislative Assembly.”
