Jammu, Feburary 5,2026- Chief Minister Omar Abdullah on Wednesday introduced the Jan Vishwas Bill and the Anti-Discrimination Bill in the Jammu and Kashmir Legislative Assembly, describing them as key legislative measures aimed at strengthening public trust in governance and ensuring social justice.
Presenting the bills during the ongoing Assembly session, the Chief Minister said the proposed legislations reflect the government’s commitment to transparent administration, inclusive development, and equal opportunities for all citizens of Jammu and Kashmir.
The Jan Vishwas Bill seeks to simplify regulatory frameworks, reduce procedural complexities, and promote ease of governance by decriminalising minor offences and replacing them with civil penalties. CM Omar Abdullah said the bill is intended to foster a citizen-friendly governance ecosystem and enhance confidence between the government and the people.
“The Jan Vishwas Bill is about restoring trust. It aims to reduce unnecessary litigation and ensure that governance becomes more facilitative rather than punitive,” the Chief Minister told the House.
The Anti-Discrimination Bill, another significant legislative proposal, aims to prohibit discrimination on various grounds and provide legal safeguards to ensure equality, dignity, and protection of rights for all sections of society. The bill lays down provisions to address discriminatory practices in public institutions and service delivery mechanisms.
CM Omar Abdullah emphasised that the legislation aligns with constitutional values and reinforces Jammu and Kashmir’s commitment to social harmony, justice, and rule of law.
Members from the treasury benches welcomed the introduction of the bills, calling them progressive steps towards administrative reforms and social equity. The bills are expected to be taken up for detailed discussion in the House before being referred to the appropriate committees.
