Baramulla, July 15, 2025 – Jammu and Kashmir Lieutenant Governor Manoj Sinha has launched a transformative initiative to ensure that no victim of terrorism is forgotten, promising justice, jobs, and dignity for affected families. During a landmark event on July 13 at the North Campus of Kashmir University in Baramulla, Sinha handed over appointment letters to the next of kin (NoKs) of 40 terror victims, marking a significant step toward healing decades-long wounds inflicted by militancy. This initiative, described as a “new era” for the Union Territory, aims to foster hope, unity, and peace through comprehensive rehabilitation and support.
Sinha, addressing a gathering of families, senior officials, and community members, condemned the historical neglect of terror victims, stating, “These families, forsaken and forgotten, suffered silently for decades. The truth about their loved ones, brutally killed by Pakistan-backed terrorists, was deliberately suppressed. No one came to wipe their tears.” He outlined a five-pronged plan to deliver justice, including government jobs, collateral-free loans up to ₹20 lakh for entrepreneurship, expedited legal proceedings, property restoration, and dedicated helplines in all districts to register grievances, including those from the 1990s
The Baramulla event, attended by Chief Secretary Atal Dulloo, DGP Nalin Prabhat, and Deputy Commissioner Baramulla Minga Sherpa, saw emotional moments as families shared stories of loss, such as Raja Begum from Kupwara, who lost her husband and three children in 1999, and Suhail Yusuf Shah, whose mother was killed in 1992. Sinha assured thorough investigations into unresolved cases, particularly those involving Kashmiri Pandits, pledging, “Culprits will not be spared.”
The initiative follows Sinha’s June 29 meeting with terror-affected families in Anantnag, where he committed to delivering jobs within 30 days—a promise fulfilled in just 15 days. Official data indicates that around 1,200 families have since approached district authorities for rehabilitation, signaling widespread trust in the administration’s efforts. Sinha also launched a helpline to streamline aid applications, ensuring verification and transparency, while condemning “conflict entrepreneurs” for propagating divisive narratives that threaten J&K’s peace
This outreach aligns with broader regional developments, including the ongoing Amarnath Yatra, secured by BSF bomb disposal squads, the Shrawan Mahotsav at Shiv Khori, and Chief Minister Omar Abdullah’s public welfare initiatives at Raabita Office. Sinha’s acknowledgment of the April 22 Pahalgam terror attack as a “security failure” underscores his commitment to accountability, with assurances that such incidents will not derail J&K’s progress toward economic stability and peace.
