Srinagar, April 15, 2025 – Jammu and Kashmir Chief Minister Omar Abdullah has announced an ambitious plan to secure Rs 5,500 crore in funding from the World Bank to develop nine new tourism destinations across the Union Territory. This initiative aims to bolster J&K’s tourism sector, a cornerstone of its economy, by enhancing infrastructure, promoting sustainable growth, and showcasing the region’s unparalleled natural and cultural assets.
Speaking during a recent legislative session, Abdullah emphasised the transformative potential of the project. “Tourism is the backbone of J&K’s economy, driving jobs and prosperity. With World Bank support, we plan to elevate nine destinations into world-class hubs, balancing development with preservation,” he said. The targeted sites include lesser-explored gems alongside established hotspots like Gulmarg, Pahalgam, and Sonamarg, though specific names of all nine locations remain under finalization.
The proposed funding will focus on upgrading infrastructure, such as roads, accommodations, and visitor facilities, while prioritizing eco-friendly practices. Plans include improving connectivity to remote areas, enhancing waste management systems, and developing adventure and cultural tourism offerings. The initiative aligns with J&K’s broader vision to diversify its tourism portfolio beyond traditional destinations, easing pressure on overcrowded spots and spreading economic benefits to local communities.
J&K’s tourism sector has seen remarkable growth, with over 2.35 crore visitors in 2024, a rise from 2.11 crore the previous year. This surge underscores the need for robust infrastructure to sustain the influx while preserving the region’s fragile ecosystems. Abdullah highlighted that the project would create jobs for thousands, from tour operators to artisans, reinforcing tourism’s role in grassroots development.
The World Bank’s involvement signals confidence in J&K’s potential as a global tourism destination. Discussions are underway to finalize the funding terms, with a focus on ensuring transparency and measurable outcomes. “This is about building a future where tourism thrives alongside our environment and heritage,” Abdullah noted, addressing concerns about overdevelopment.
The announcement has sparked optimism among locals, who see it as a chance to showcase J&K’s diversity—from snow-capped peaks to serene valleys. “Better facilities will bring more visitors to places beyond the usual spots, helping our youth find work closer to home,” said a shopkeeper in Pahalgam.
However, challenges remain, including navigating bureaucratic hurdles and ensuring community involvement to avoid alienating residents. The government has pledged to incorporate local feedback into the planning process, learning from past projects to create inclusive growth.
