J&K DGGI 5.0: Jammu emerges top performer, Kathua ranks lowest

Srinagar, March 25,2026- The Jammu and Kashmir government has released the District Good Governance Index (DGGI) 5.0 for 2024–25, with Jammu district emerging as the top performer, scoring 7.05 points.

According to the official rankings, Pulwama and Samba districts secured the second and third positions respectively, reflecting notable improvements in governance indicators, while Kathua district ranked at the bottom of the index.

Chief Minister Omar Abdullah stated that the DGGI serves as a vital tool to strengthen transparency, accountability, and efficiency in governance across districts. He emphasized that the index promotes healthy competition among districts, encouraging administrations to enhance public service delivery and citizen-centric governance.

The DGGI evaluates districts on multiple parameters, including public service delivery, infrastructure, health, education, economic development, and grievance redressal mechanisms. Officials said the latest edition reflects both progress and gaps, offering a roadmap for districts to improve performance.

Jammu’s top ranking is attributed to its consistent performance across key sectors, particularly in digital governance, public services, and infrastructure development. Meanwhile, districts like Pulwama and Samba have shown steady growth, highlighting the impact of focused administrative efforts.

On the other hand, Kathua’s lower ranking points to the need for targeted interventions and policy support to address gaps in governance and service delivery.

The government reiterated that the DGGI framework will continue to guide district administrations in identifying priorities, ensuring inclusive growth, efficient governance, and improved quality of life for residents across Jammu and Kashmir.
