Empowering Women Through Budget Initiatives

Chief Minister Omar Abdullah unveiled a series of welfare measures aimed at uplifting women during the ongoing budget session of the Jammu and Kashmir Legislative Assembly. Presenting the 2025-26 budget, the first under his leadership since assuming office in October 2024, Abdullah emphasised gender-inclusive policies to enhance women’s mobility, financial independence, and overall well-being in the Union Territory.

Free Public Transport for Women

In a landmark announcement, CM Abdullah proposed free ridership for women on all government-run transportation services, including e-buses, starting April 1, 2025. This initiative, hailed as a major step toward improving accessibility and reducing financial burdens, is expected to benefit thousands of women across Jammu and Kashmir. “From April 1, all women will enjoy free travel on government buses and e-buses, ensuring safer and more affordable mobility,” Abdullah stated during his budget speech.

Enhanced Marriage Assistance

The Chief Minister also announced an increase in marriage assistance for eligible women, raising the amount from Rs 50,000 to Rs 75,000. This enhancement aims to provide greater financial support to families and promote social welfare, particularly for underprivileged sections of society. “This is about dignity and support for our daughters and sisters,” Abdullah remarked, underscoring the government’s commitment to empowering women at critical life stages.

A Broader Vision for Welfare

The budget session, which began on March 3, marks the first financial roadmap presented by the National Conference-led government after a six-year gap in elected governance. Alongside women-centric measures, Abdullah introduced other welfare initiatives, such as 200 units of free electricity for Antyodaya Anna Yojana (AAY) families and 10 kg of free ration for AAY beneficiaries starting April 1. These steps reflect a holistic approach to addressing the needs of vulnerable populations, with a special focus on women’s empowerment.

Public and Political Response

The announcements have sparked widespread discussion, with many lauding the move as a progressive step. Posts on X highlight public sentiment, with users noting the potential impact of free bus rides and increased marriage assistance on women’s lives. Political representatives, including those from the ruling coalition, have praised the inclusive budgeting process, which involved pre-budget consultations with elected officials—a first in the region’s history.

A Step Toward Gender Equity

Abdullah’s focus on women’s welfare aligns with his broader vision of a “Badalta Jammu and Kashmir” (Changing Jammu and Kashmir), where equitable development and social justice take center stage. The free transport initiative, in particular, is seen as a practical measure to encourage women’s participation in education, employment, and community activities, especially in rural areas where mobility remains a challenge.

Looking Ahead

As the budget session progresses, the proposed measures will undergo scrutiny and debate in the Assembly. If passed, these initiatives could set a precedent for gender-focused governance in Jammu and Kashmir, reinforcing CM Omar Abdullah’s commitment to delivering on electoral promises and fostering a more inclusive society. With the restoration of statehood still a key demand, Abdullah’s administration is balancing immediate welfare needs with long-term political goals, making this budget a pivotal moment in the Union Territory’s trajectory.
