SRINAGAR, April 16, 2025 – Chief Minister Omar Abdullah led a high-level review of the Holistic Agriculture Development Programme at the Civil Secretariat, underscoring his government’s ambition to create a Rs 1 lakh crore agricultural economy in Jammu and Kashmir by 2030. Calling HADP a “movement for farmers’ prosperity,” Abdullah unveiled a series of tech-driven tools to empower farmers and modernize agriculture across the Union Territory.
The meeting, joined by Agriculture Minister Javed Ahmed Dar, Chief Secretary Atal Dulloo, Principal Secretary Shailendra Kumar, Mission Director Rahul Yadav, and district officials via video link, saw Abdullah launch the AI-powered Credit Scheme Advisor App, Online DPR Generator Tool, KS Output Tracking App, and JKCIP Dashboard. These platforms aim to simplify credit access, project planning, output monitoring, and transparency under the Jammu & Kashmir Climate Innovation Platform (JKCIP). He also introduced the first edition of “HADP Insights,” a newsletter for stakeholders, and kicked off the Kisan Sampark Abhiyan–JKCIP to boost farmer outreach.
Omar Abdullah e-inaugurated 1,842 Kisan Saathi Applications, enabling seamless scheme access via the Kisan Saathi IT Dashboard, and awarded 10,765 Daksh Kisan Skilling Certificates to farmers trained through the Daksh Kisan Learning Management System, offering 121 free courses tailored to J&K’s diverse agro-climatic zones. “Our progressive farmers are the backbone of this transformation, changing lives village by village,” he remarked while engaging with cultivators who shared HADP success stories.
Since its launch in April 2023, HADP has advanced seed development, oilseed and cash crop cultivation, sericulture technology, and established 300 Farmer Producer Organisations . The JK Soil & Land Resource Information System and Kisan Sampark Abhiyan, which reached over 2 lakh farmers across 1,873 panchayats by mid-2023, have been pivotal. The Abhiyan uses 49 short films, multilingual pamphlets, and QR codes to connect farmers to the Kisan Saathi and Daksh Kisan portals.
Backed by Rs 5,012 crore, HADP’s 29 projects focus on sustainable growth, with over 1,100 scheme applications processed via the Kisan Saathi Portal. Real-time data collection, covering 1.67 lakh farmers, ensures precise interventions. Abdullah directed officials to prioritize user-friendly access to these tools, cementing J&K’s path to a tech-savvy, farmer-first agricultural revolution.
