Jammu & Kashmir emerges as ‘High Performer’ in LEADS 2025 report

Kashmir, May 14,2025-In a significant achievement for the Union Territory’s development and infrastructure sector, Jammu & Kashmir has been ranked as a “High Performer” in the Logistics Ease Across Different States (LEADS) 2025 Report released by Union Minister Piyush Goyal.

The ranking reflects J&K’s steady rise in logistics and infrastructure performance over the last three years. The Union Territory had earlier been placed in the “Aspirers” category in 2023 and moved to the “Fast Mover” category in 2024 before securing the “High Performer” status in 2025.

The LEADS report is a key national assessment that evaluates states and Union Territories on logistics efficiency, transport infrastructure, warehousing, digital integration, policy implementation, and ease of doing business.

Officials stated that the improved ranking highlights the rapid pace of infrastructure development and administrative reforms underway in Jammu & Kashmir. Major investments in highways, railway connectivity, industrial estates, smart logistics systems, and trade infrastructure have contributed to the Union Territory’s improved performance.

The achievement is also being viewed as a positive sign for economic growth, industrial investment, tourism expansion, and business development in the region. Enhanced logistics efficiency is expected to reduce transportation challenges and improve market access for local businesses, farmers, entrepreneurs, and traders.

Experts noted that the transition from “Aspirers” to “High Performer” within a short period demonstrates strong progress in governance, infrastructure planning, and economic reforms. Improved connectivity projects, including road and rail expansion, are playing a crucial role in transforming Jammu & Kashmir into a more integrated economic hub.

The administration has reaffirmed its commitment to further strengthening logistics infrastructure and improving the ease of doing business to attract greater investment and employment opportunities across the Union Territory.

The recognition in the LEADS 2025 Report marks another milestone in Jammu & Kashmir’s ongoing development journey and reflects the region’s growing role in India’s economic and connectivity landscape.
