Kashmir , 13 April , 2025 – At a seminar in New Delhi, RR Swain, former Director General of Police for Jammu and Kashmir, addressed perceptions about the region’s stability since the 2019 abrogation of Article 370. Responding to claims from some political factions that the current peace is superficial, he urged skeptics to visit Jammu and Kashmir themselves. He said the belief that this peace is manufactured doesn’t reflect reality.
Swain, with extensive counter-terrorism experience, emphasized the need for a unified national approach to Jammu and Kashmir’s security. Affirming his commitment to India’s democratic values, he stressed that national security requires transcending political divides. He called for a bipartisan consensus to send a clear message to adversaries that India’s systems cannot be manipulated and political differences won’t weaken its resolve.
Drawing from his tenure as J&K DGP, which ended in September 2024, Swain has consistently highlighted systemic challenges fueling unrest. He accused regional political parties of enabling terror networks for electoral gains, alleging they fostered sympathy for terrorists and shielded those involved in terror funding and recruitment. He described terrorism in Kashmir as a persistent challenge, driven by unaccountable foreign operatives, noting that even small numbers of terrorists can destabilise due to their lack of local ties.
Swain also pointed to drug trafficking as a growing source of terror funding, labelling narcotics a new currency that undermines youth and fuels instability.
