Shopian, July 29,2026-Deputy Commissioner (DC) Shopian, Shishir Gupta, on Tuesday chaired the monthly District Level NCORD (Narco Coordination Centre) meeting at the Mini Secretariat Shopian to review ongoing efforts against drug abuse, narcotics trafficking, and rehabilitation initiatives in the district.
The meeting focused on strengthening coordinated action against the growing challenge of substance abuse and ensuring effective implementation of preventive, enforcement, and rehabilitation measures across Shopian.
The meeting was attended by Senior Superintendent of Police (SSP) Shopian Mushtaq Ahmad Choudhary, Additional Deputy Commissioner (ADC) Dr Zakir Hussain Faaz, Additional Commissioner Revenue (ACR) Shakoor Ahmad, SDM Zainapora Bilal Ahmad, Chief Medical Officer (CMO), Chief Education Officer (CEO), District Informatics Officer (DIO), Chief Agriculture Officer (CAO), Tehsildars, representatives of enforcement agencies, and other members of the District Level NCORD Committee.
During the meeting, the Deputy Commissioner reviewed the Action Taken Reports (ATRs) on decisions taken during the previous NCORD meeting and assessed the progress made by different departments in implementing anti-drug initiatives in the district.
Emphasising the need for a multi-pronged strategy to combat the drug menace, DC Shopian directed all concerned departments and stakeholders to intensify awareness programmes, strengthen enforcement mechanisms, identify vulnerable areas, and ensure timely intervention for individuals affected by drug abuse.
He stressed the importance of close coordination between law enforcement agencies, educational institutions, health departments, and civil administration to effectively tackle drug addiction and prevent the spread of narcotics among youth.
Focus on Rehabilitation and Employment Support for Drug Victims
During the meeting, DC Shopian also reviewed the functioning of the District Drug De-addiction Centre and discussed measures to improve rehabilitation services for individuals recovering from substance abuse.
The Deputy Commissioner directed concerned officers to ensure that unemployed drug victims are provided access to sustainable livelihood opportunities and income-generating schemes under various government employment programmes.
He highlighted that rehabilitation should go beyond medical treatment and include skill development, employment support, and social reintegration to help affected individuals rebuild their lives.
The administration aims to provide a supportive environment where recovering individuals can become economically independent and contribute positively to society.
Strengthening Anti-Drug Campaigns in Shopian
The NCORD meeting also underlined the importance of expanding awareness campaigns across the district, particularly among students and young people. Officials were directed to conduct regular outreach programmes to educate communities about the harmful effects of drug abuse.
The administration has been focusing on preventive measures through awareness drives, counselling initiatives, and community participation to create a stronger movement against substance abuse.
Educational institutions and community organisations are being encouraged to play an active role in spreading awareness and guiding youth towards healthy lifestyles.

The meeting concluded with a collective resolve to further strengthen preventive measures, enforcement actions, awareness campaigns, and rehabilitation efforts across Shopian district.
Officials reaffirmed their commitment to ensuring strict implementation of NCORD guidelines and building a coordinated approach to eliminate drug abuse and narcotics-related activities.
The district administration reiterated that creating a drug-free Shopian requires active participation from government departments, security agencies, civil society, families, and citizens.
