BARAMULLA, June 12, 2025 — Deputy Commissioner (DC) Baramulla, Minga Sherpa, has finalized a robust action plan for an Information, Education, and Communication (IEC) campaign under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), set to run from June 15 to June 30, 2025. The initiative aims to empower tribal communities, including Particularly Vulnerable Tribal Groups (PVTGs), by ensuring effective outreach and implementation of 25 centrally sponsored welfare schemes across eight tribal villages in Baramulla district.
Chairing a strategic meeting at the DC Office on June 10, Sherpa directed heads of all relevant departments to ensure seamless coordination for maximum impact. “The DAJGUA campaign is a transformative opportunity to uplift our tribal communities through targeted socio-economic development,” Sherpa stated, stressing the importance of timely and inclusive execution. The campaign will launch with a mega event at Dak Bungalow Baramulla on June 15, featuring participation from tribal area representatives and local leaders.
The IEC campaign will prioritize widespread awareness through multilingual materials tailored to tribal and regional languages, covering schemes related to health, education, housing, livelihoods, and social welfare. Benefit Saturation Camps will be organized in all eight targeted villages, offering on-the-spot services such as Aadhaar card issuance, ration cards, caste certificates, and Ayushman health cards. Sherpa emphasized engaging youth, NGOs, and community leaders through Gram Sabhas, street plays, and awareness drives to boost participation.
To maintain transparency, Sherpa mandated daily updates via geo-tagged photographs, attendance records, and event reports on a centralized dashboard overseen by the Ministry of Tribal Affairs. The Assistant Commissioner Development will prepare a detailed campaign calendar to streamline activities and responsibilities. Coordination with Common Service Centers and government departments was highlighted to ensure efficient service delivery.
The DAJGUA aligns with broader efforts to enhance Jammu and Kashmir’s appeal as a tourist destination, including tribal areas. Chief Minister Omar Abdullah, supporting the initiative, noted, “We aim to create memorable experiences for visitors in all regions, including tribal villages, to foster economic growth through homestays and local entrepreneurship.” The campaign is expected to complement these efforts by promoting sustainable development and cultural exchange.
As a flagship Government of India program, DAJGUA targets 63,843 tribal villages nationwide, including 393 in Jammu and Kashmir, benefiting over 5 crore tribal individuals. Sherpa called for unified efforts from all stakeholders to ensure the campaign’s success, reinforcing Baramulla’s commitment to tribal empowerment and inclusive progress.
