Jammu, November 24,2025: Chief Secretary Atal Dulloo today conducted a comprehensive, outcome-based review of all 29 projects under the Holistic Agriculture Development Programme (HADP), a flagship initiative aimed at transforming the Agriculture, Horticulture and Livestock sectors across Jammu and Kashmir.
The meeting witnessed participation from Additional Chief Secretary Agriculture Production Department (APD) Shailendra Kumar; Managing Director J&K Bank; Vice Chancellors of SKUAST-K and SKUAST-J; Managing Director HADP; Heads of Departments; and Deputy Commissioners, who joined via video conferencing.
Focus on Tangible Outcomes & Unit Tracking
The Chief Secretary emphasized that establishment of targeted units under each HADP project must remain the core benchmark of progress. He directed departments to ensure rigorous tracking of every unit for productivity, sustainability and success, adding that clear performance indicators must guide implementation across districts.
He instructed APD to prepare a roster of senior officers for frequent field inspections to generate real-time feedback and ensure timely corrective measures. Stressing accountability, he called for regular evaluation of progress in both public and private sector interventions.
Sector-Wise Review & Push for Credit Disbursement
Reviewing project-wise achievements, Dulloo highlighted the potential of Medicinal and Aromatic Plants, Hi-Tech Vegetable Cultivation, Dairy and Poultry as key drivers of income generation and employment.
Banking institutions were directed to increase credit disbursement, minimize rejections, and address pendency on priority. Deputy Commissioners were asked to closely monitor credit flow and coordinate with banks to ensure smooth and timely financial support to beneficiaries.
Transformational Impact of HADP
Additional Chief Secretary APD Shailendra Kumar underlined the transformative impact of HADP, stressing the need for bridging gaps between credit applications, sanctions and disbursements. He assured full support from the department to banking institutions to improve efficiency and performance.
91,600 Units Established; 1.34 Cr Workdays Generated
Presenting the progress report, MD HADP Sandeep Kumar revealed that the programme has led to the establishment of over 91,600 agricultural units, with more than 75,000 monitored via the Output Tracking App (OTA).
Key outcomes include:
- 1.34 crore person-days of employment generated
- ₹298 crore total revenue generated
- ₹126 crore profit earned by unit holders
- ₹2.24 revenue and 87% profit for every rupee of subsidy disbursed
- 82% units fully operational and tracked
- 14,000 new units added since August 2025 review
Farmer Capacity Building through Daksh Kisan Portal
The Daksh Kisan Portal has emerged as a major capacity-building platform with:
- 3.5 lakh farmers registered
- 2.6 lakh enrolled in skill-based courses
- 2.1 lakh farmers trained in modern agricultural practices
Sectoral Achievements Across 29 Projects
Vegetable Production:
- 7,976 units established
- 1.95 lakh MT additional exotic vegetable production
Dairy & Mutton:
- 39 lakh MT milk production
- 380 lakh kg mutton production
Trout Farming:
- 2,650 MT production
- 635 raceways established
Farm Mechanization:
- 20,800 modern machinery units distributed, reducing manual labour and improving efficiency
High-Value Crops:
- 207.8 MT quality planting material (Saffron, Kala Zeera etc.) produced across J&K
Integration of OTA and Kisan Sathi Portal has strengthened real-time monitoring, transparency and accountability in programme implementation.
