Jammu , November 24, 2025: Chief Secretary, Atal Dulloo, today chaired a high-level meeting to review preparations for the grand celebration of Constitution Day (Samvidhan Diwas) across Jammu and Kashmir. The celebrations on November 26, 2025, will mark the culmination of the year-long commemoration of the 75th Year of the adoption of the Constitution of India.
The meeting was attended by Principal Secretary Culture, Commissioner Secretary GAD, Secretary School Education, Secretary Law, DDG NIC, ED Mubarak Mandi Heritage Society, and other senior officers.
Focus on Wider Public Participation
During the review, the Chief Secretary stressed the administration’s aim to take the message of the Constitution beyond official circles, ensuring widespread public engagement and fostering a deeper emotional connection with the nation’s founding principles.
He directed all departments to ensure synchronized, impactful, and inclusive activities on Constitution Day.
Key Highlights of the Action Plan
Principal Secretary Culture, Brij Mohan Sharma, outlined the finalized Action Plan for the November 26 celebrations, which includes:
- Mass Preamble Reading:
A UT-wide synchronized reading of the Preamble at 11:00 AM, aligned with the national program. Government offices, schools, colleges, and institutions will participate in constitutionally recognized languages. - ‘Run for Justice, Liberty, Equality and Fraternity’:
A thematic run at all District Headquarters to engage youth and promote constitutional values. - Special School & College Assemblies:
Focus on the role and contribution of women members of the Constituent Assembly. - Preamble Wall Art:
Creation of artistic depictions of the Preamble in schools, Panchayats, and public spaces. - Screening of Documentaries & Films:
Using curated content from constitution75.com, educational screenings will be held across institutions. - National Webinar:
A webinar by the Ministry of Personnel, Public Grievances & Pensions will be live from 4:30 PM to 5:30 PM, and all departments were encouraged to join.
Year-Long Celebration Achievements
Reviewing the progress of the year-long campaign (26 Nov 2024 – 26 Nov 2025), the Chief Secretary expressed satisfaction over the extensive outreach achieved. As of November 20, 2025:
- 5,009 events conducted across J&K
- 3,200 Oath & Pledge events
- 756 Seminars & Symposia
- 534 Mass Awareness Drives
- 291 Cultural & Musical Events
- 132 Runs for Unity
These activities, conducted by departments including Home, Tourism, Rural Development, and School Education, reflect J&K’s strong commitment to constitutional literacy and public engagement.
Call for Citizen Participation
The Chief Secretary urged citizens to actively join the Nationwide Week-long Campaign, featuring community dialogues, open debates, and online interactions. He encouraged people to take the Online Pledge and participate in the Samvidhan Quiz on the MyGov.in portal.
