CS Atal Dulloo pushes tech-driven mining reforms to boost J&K revenue

Jammu, December 17,2025:The Chief Secretary of Jammu and Kashmir chaired a comprehensive review meeting to assess the progress of mining sector reforms, revenue mobilisation, and the adoption of technology-driven enforcement mechanisms aimed at ensuring transparency, sustainability, and curbing illegal mining in the Union Territory.

During the meeting, the Chief Secretary emphasised the need to strengthen institutional frameworks and accelerate policy reforms to maximise mineral revenue while safeguarding environmental interests. He underscored that mining operations must be conducted in a regulated, scientific, and accountable manner to support infrastructure development and public welfare.

The review focused on improving revenue realisation through better assessment of mineral resources, operationalisation of non-functional mineral blocks, and transparent auctioning processes. The Chief Secretary directed officials to expedite geological investigations and reserve estimation of major and minor minerals to attract responsible investment and enhance the contribution of the mining sector to the UT’s economy.

Special emphasis was laid on technology-enabled monitoring and enforcement to tackle illegal extraction and transportation of minerals. The Chief Secretary reviewed the implementation of digital tools such as GPS tracking of mineral transport vehicles, RFID tagging, e-challan systems, and real-time surveillance platforms. He stressed that technology must be fully integrated with field-level enforcement to create a strong deterrent against violations.

The meeting also reviewed the role of enforcement agencies in taking strict action against offenders, including the imposition of penalties and seizure of illegally mined material. The Chief Secretary called for better coordination among departments to ensure seamless data sharing and effective ground-level implementation.

Highlighting the broader objective of sustainable development, the Chief Secretary reiterated that mining reforms should balance economic growth, environmental protection, and community welfare. He directed the Mining Department to adhere to timelines, enhance transparency, and leverage digital governance to build public trust and ensure optimal utilisation of Jammu and Kashmir’s mineral resources.
