Srinagar, October 7, 2025 – Chief Secretary Atal Dulloo chaired a high-level meeting to review the functioning of the Information Technology (IT) Department and the National Informatics Centre (NIC) in Jammu and Kashmir, emphasising the need to strengthen cybersecurity measures from tehsil and block levels. He directed officials to ensure the seamless expansion of the e-Office network to all tehsil and block offices, building on the successful rollout at district levels, with over 4,056 offices and 21,774 users already onboarded in the second phase. During the meeting, attended by key officials including Secretary IT Dr. Piyush Singla, CEO JaKeGA Mahima Madan, and State Informatics Officer NIC J.S. Modi, Dulloo launched the E-SAM (Electronic System of Asset Management) portal.
This comprehensive platform is designed for efficient lifecycle management of digital assets, optimizing performance, minimizing costs and risks, and enhancing transparency through features like workflow management, inventory control, and compliance tracking. The initiative aims to streamline operations and bolster governance in the union territory’s digital ecosystem.Dulloo also called for upgrades to the State Data Centre, establishment of a Mini Security Operations Centre, and a Centre of Excellence in IT to develop skilled manpower, alongside proposals for an IT Park to create high-end jobs. Upcoming projects discussed include NeVA (National e-Vidhan Application), Next Gen Hospital, and online social welfare sanctions, reflecting J&K’s push towards advanced e-governance.
