Srinagar, May 8,2026-The Central Government has empowered Jammu and Kashmir Lieutenant Governor Manoj Sinha to exercise powers related to telecom services under the Telecommunications Act, 2023, in the Union Territory.
The decision was issued through an official notification by the Ministry of Home Affairs, authorising the Lieutenant Governor to exercise functions of the “State Government” under Section 20 of the Telecommunications Act in Jammu and Kashmir.
The provision enables the administration to take measures concerning telecom operations during situations linked to public safety, public emergencies, and national security. These powers include the temporary suspension of telecom services, interception or monitoring of communications, and control over message transmission in accordance with the law.
Officials said the move is aimed at ensuring quicker administrative response and coordination during emergency situations in the Union Territory. As Jammu and Kashmir functions under the Union Territory framework, the Lieutenant Governor will now directly exercise these powers on behalf of the administration.
The Telecommunications Act, 2023, replaced older colonial-era telecom laws and introduced updated provisions dealing with modern communication networks, cybersecurity concerns, and emergency telecom management across the country.
The latest authorisation is being viewed as a significant administrative step in strengthening governance mechanisms related to communication infrastructure and public order in Jammu and Kashmir.
