Jammu, February 2,2026- Emphasising the importance of constructive legislative functioning, Speaker of the Jammu and Kashmir Legislative Assembly, Abdul Rahim Rather, on Sunday said it is the collective responsibility of the House to ensure productive outcomes during the ongoing Budget Session 2026.
Addressing the members, the Speaker said people expect meaningful solutions to their problems and reminded legislators that significant public resources are invested in conducting legislative sessions. “It is, therefore, the collective responsibility of the House to ensure that outcomes are productive and in the larger public interest,” he said.
Welcoming the members earlier, Speaker Rather noted that the Legislative Assembly represents the hopes, expectations and aspirations of the people who have elected their representatives. “Serving the people is both a privilege and a profound responsibility upon all the members of the House,” he remarked.
Highlighting the value of time spent in the Assembly, the Speaker said that every minute utilised in the House belongs to the people. He urged members to make judicious use of time to live up to public expectations.
The Speaker observed that while democracy allows space for disagreements, such differences must be expressed in a dignified manner with mutual respect. He cautioned that Assembly proceedings are closely watched by the public and even a single lapse does not go unnoticed.
Assuring members of inclusivity during the Budget Session, Speaker Rather said ample opportunities would be provided to accommodate all voices. He informed the House that the Business Advisory Committee has decided to hold two sittings each day during the current session to allow members to raise constituency-related issues, ensure government accountability, and effectively represent public concerns.
Calling upon members to set an example through their conduct, the Speaker expressed hope that the House would fulfil the purpose for which the people have elected their representatives.
