Srinagar, July 6,2026- Chief Secretary Atal Dulloo on Sunday chaired a high-level review meeting to assess the progress of cyber crime prevention initiatives and expedite the operationalisation of the Digital Arrest prevention mechanism across Jammu and Kashmir.
The meeting was attended by the Principal Secretary, Home; Additional Director General of Police (CID); Commissioner Secretary, IT; Commissioner Secretary, Law; Inspector General of Police (Crime); Senior Superintendent of Police (Crime); SP Operations, and other senior officials. Officers from outside Srinagar joined the meeting virtually.
Reviewing the progress made so far, the Chief Secretary directed that cyber crime prevention measures and the implementation of the Digital Arrest mechanism be monitored on a monthly basis to ensure timely execution and effective coordination among departments. He instructed all concerned agencies to complete the statutory, administrative, and technical formalities within the stipulated timeframe so that the system becomes fully operational without delay.
Atal Dulloo also directed departments to upload the progress on the Pragati Portal by July 20 and submit all pending proposals and necessary documentation within the prescribed timeline to facilitate the issuance of required government orders for seamless implementation.
Highlighting the increasing threat of cyber frauds and online financial scams, the Chief Secretary stressed the need to strengthen institutional capacity through regular training and skill development of officials involved in cyber crime investigation and digital enforcement.
He also called for a comprehensive public awareness campaign across print, electronic, and digital media platforms to educate citizens about emerging cyber threats, including digital arrest scams, online financial frauds, and cyber safety practices.
Emphasising the importance of a coordinated response, Dulloo said that public awareness, technological preparedness, and institutional collaboration are essential to effectively combat cyber crime and protect citizens from increasingly sophisticated online frauds.
During the meeting, officials delivered a detailed presentation on the roadmap for implementing the Digital Arrest mechanism, covering infrastructure readiness, institutional preparedness, key milestones achieved, existing gaps, and future action plans to strengthen the cyber security ecosystem across Jammu and Kashmir.
