Atal Dulloo chairs 9th JKRLM meet, pushes women-led enterprises

Kashmir, January 9,2025-Chief Secretary Atal Dulloo on Thursday chaired the 9th Executive Council meeting of the Jammu and Kashmir Rural Livelihood Mission (JKRLM), calling for stronger credit linkages, fully functional Community Management Training Centres (CMTCs) in every district, and accelerated growth of women-led rural enterprises across the Union Territory.

Emphasising financial inclusion, market access, and enterprise scaling under the UMEED–NRLM framework, the Chief Secretary set an ambitious target to double the number of “Lakhpati Didis” in Jammu and Kashmir. He underlined the need to empower Self Help Groups (SHGs) by ensuring timely access to institutional credit and tailored skilling support.

Dulloo stressed effective convergence with banking institutions, skilling programmes, and entrepreneurship initiatives to strengthen livelihoods and enhance income generation in rural areas. He directed departments to ensure CMTCs are operational in every district to provide continuous capacity building, financial literacy, and enterprise development support to SHG members.

During the meeting, officials reviewed progress under JKRLM, including SHG formation, credit linkage status, enterprise promotion, and market integration efforts. The Chief Secretary called for faster implementation, robust monitoring, and outcome-based planning to ensure sustained growth of rural livelihoods.

He said the mission’s focus on women entrepreneurship and self-reliance would play a transformative role in improving household incomes and driving inclusive rural development across Jammu and Kashmir.
