Srinagar, October 13, 2025 – Chief Secretary Atal Dulloo chaired a high-level meeting today to assess the implementation and enforcement of GST 2.0 reforms across Jammu and Kashmir, emphasizing the need to pass on tax reductions directly to end consumers for greater affordability of essential goods and healthcare.The reforms, which focus on strengthening the anti-profiteering framework, aim to curb undue price hikes and promote household savings amid recent GST rate cuts on lifesaving medicines and daily necessities. Dulloo underscored that ensuring these benefits reach the common citizen is a top priority, directing departments to intensify monitoring and compliance efforts.
Key Implementation Highlights
During the meeting, attended by Principal Secretary Finance, Commissioner Secretary Food Civil Supplies & Consumer Affairs (FCS&CA), Secretary Health, Commissioner State Taxes, Secretary Industries & Commerce, and Directors of Industries & Commerce for Kashmir and Jammu, officials presented detailed progress reports:
- Enforcement Actions: The Legal Metrology Department has conducted over 150 inspections since the reforms’ rollout, issuing notices to non-compliant traders and organizing 150 consumer awareness camps. Interactions with Vyapar Mandals, industry associations, and trade bodies have sensitized stakeholders on anti-profiteering rules.
- Grievance Redressal: GST Suvidha Kendras have been activated in all districts to handle queries, monitor compliance, and resolve complaints swiftly, ensuring transparent grievance mechanisms.
- Consumer Outreach: Principal Secretary Finance, Santosh D. Vaid, highlighted coordinated efforts between Finance, FCS&CA, Health, and Industries departments to track price adjustments. The reforms, effective from September 22, 2025, are designed to make healthcare and essentials more accessible, reducing the financial burden on families.
Dulloo reiterated the government’s commitment to vigilant oversight, stating, “The core objective of GST 2.0 is to bolster anti-profiteering measures and enhance affordability.
