Srinagar, September 10, 2025 — Chief Minister Omar Abdullah reaffirmed that agriculture remains the economic backbone of Jammu and Kashmir, emphasising his government’s commitment to empowering farmers during a recent address. Highlighting the formation of the Apex Committee for Holistic Agriculture Development, chaired by renowned agricultural scientist Dr. Mangla Rai, Abdullah outlined ambitious plans to transform J&K’s agricultural sector and allied industries, ensuring sustainable growth and prosperity for farmers.The Apex Committee, established to implement the Holistic Agriculture Development Programme (HADP), aims to modernize farming practices, enhance productivity, and boost the livelihoods of farmers across the region. Dr. Rai, former Director General of the Indian Council of Agricultural Research (ICAR), brings decades of expertise to drive innovation in crop cultivation, horticulture, livestock farming, and allied sectors like apiculture and sericulture. The committee’s mandate includes addressing challenges such as climate change, market access, and technological adoption, with a focus on empowering small and marginal farmers.
Speaking on the initiative, CM Omar Abdullah stated, “Agriculture is not just a sector; it’s the soul of J&K’s economy. Our farmers deserve every support to thrive, and under Dr. Mangla Rai’s leadership, the Apex Committee will pave the way for a sustainable agricultural revolution.” He highlighted plans to introduce high-yield crop varieties, improve irrigation infrastructure, and promote organic farming to align with global market demands.The HADP includes 29 projects aimed at enhancing agri-tech, strengthening supply chains, and fostering value-added products like Kashmiri saffron, apples, and walnuts.

The committee is also tasked with integrating digital tools for precision farming and expanding cooperative models to ensure fair pricing for farmers.Farmers in J&K, who contribute significantly to the region’s GDP, have faced challenges like erratic weather and limited access to modern technology. The Apex Committee is expected to collaborate with institutions like SKUAST to provide training, research, and resources. “This is a game-changer for us,” said a Poonch-based apple grower, echoing the optimism shared by many in the agricultural community.With Dr. Mangla Rai at the helm, the initiative is poised to make J&K a model for holistic agricultural development, aligning with national goals of doubling farmers’ income and ensuring food security.
