Budgam, September 6, 2025 – The Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-ud-Din Bhat, chaired a comprehensive review meeting at the DC Office Meeting Hall to assess relief and restoration measures in response to the recent floods that have impacted Budgam district. The meeting focused on addressing immediate needs while prioritizing long-term flood resilience to safeguard the district against future calamities.The meeting saw participation from key officials, including SE Hydraulic, Executive Engineers (including FSC), SE R&B, Executive Engineer PDD with AEEs, SDM Beerwah, SDM Chadoora, ACD, ACR Budgam, AO, ARA, Nazarat, and personnel from the Relief section. Discussions centered on a detailed Flood Analysis & Gap Assessment, where departments presented an in-depth analysis of the flood situation, challenges encountered during relief operations, and critical gaps in infrastructure and manpower.
A tentative list of damaged assets and estimated financial losses due to the floods was shared for compilation, providing a clearer picture of the devastation. Officers briefed the DC on immediate restoration measuresalready undertaken to restore essential services such as electricity, water supply, and road connectivity in the flood-affected areas. A Short-Term Restoration Plan was outlined, identifying priority works to be completed within the next 3–4 days, with clear timelines and departmental responsibilities assigned to ensure swift action.Looking ahead, departments proposed long-term flood mitigation and disaster resilience measures to prevent future flood-related damages.
These include upgrading infrastructure, reinforcing embankments, and improving early warning systems to enhance preparedness.Speaking at the meeting, Dr. Bilal Mohi-ud-Din Bhat emphasized the need for a coordinated response and transparent reporting to ensure timely and effective restoration. “The administration’s focus is not only on immediate recovery but also on building long-term resilience against natural calamities,” he said. He directed all line departments to submit accurate, fact-based reports on damages and restoration efforts and to ensure that interventions are need-based, timely, and impactful.
The DC also stressed the importance of upgrading infrastructure, strengthening manpower, and adopting proactive planning to minimize the impact of future disasters.The district administration reaffirmed its commitment to safeguarding the lives, property, and livelihoods of Budgam’s residents. Dr. Bhat assured that all possible measures would be taken to expedite early restorationand implement sustainable flood mitigation strategies to protect the district moving forward.
