Budgam, August 20, 2025: Deputy Commissioner Budgam, Dr. Bilal Mohi-Ud-Din Bhat , chaired the 38th District-Level Narco Coordination (NCORD) meeting to review and strengthen efforts against drug abuse in the district. The meeting focused on ongoing measures, including cannabis destruction, enforcement actions, and strategies to achieve a drug-free Budgam.Key Highlights of the 38th NCORD MeetingCannabis Destruction: Authorities destroyed wild cannabis spread over 144 kanals of land across various parts of Budgam, targeting illicit cultivation to curb the drug supply chain.
Legal Actions: A total of 38 FIRs have been registered against individuals involved in illegal narcotic activities, with 57 arrests made to deter drug trafficking and abuse.
Drug De-Addiction Centre: DC Budgam directed the immediate operationalization of the District Drug De-Addiction Centre to enhance treatment and rehabilitation facilities for those struggling with addiction.
CCTV and CBS Compliance: Dr. Bilal emphasized 100% installation of CCTV cameras and Computerized Billing Systems (CBS) in all 630 retail and 225 wholesale chemist outlets across the district to ensure strict monitoring and prevent the misuse of prescription drugs.
Community Awareness: To promote a drug-free Budgam, the DC instructed the Rural Development Department to organize Gram Sabhas dedicated to drug abuse awareness. The District Social Welfare Officer (DSWO) was tasked with launching mega Information, Education, and Communication (IEC) drives to educate the masses. Sub-Divisional Magistrates (SDMs) were directed to engage religious scholars to deliver sermons against drug abuse and promote the formation of Nasha-Mukt Panchayats.
Multi-Pronged Strategy Against Drug Abuse
Dr. Bilal reiterated that drug abuse is a grave societal issue requiring a comprehensive approach involving deterrence, enforcement, treatment, and awareness. He emphasized the district administration’s zero-tolerance policy toward drug trafficking and smuggling, ensuring stringent action against culprits.The Chief Medical Officer (CMO) Budgam was directed to ensure 24/7 availability of medical facilities at the Addiction Treatment Facility (ATF) Centre in the District Hospital.
