Srinagar, June 9, 2025 – Eight judges of the Punjab and Haryana High Court, accompanied by their families, are touring Kashmir in a significant effort to revive the region’s tourism sector, which was severely impacted by the tragic Pahalgam terror attack on April 2024. The attack, which killed 26 people, including a local hero who shielded tourists, was not only a blow to visitors but an assault on the dreams of Kashmiris striving for peace and prosperity. This high-profile visit aims to restore confidence in the Valley’s safety and allure.
The judges are immersing themselves in the Valley’s timeless beauty, visiting landmarks like the Mughal Gardens, enjoying shikara rides on Dal Lake, exploring the scenic Pari Mahal, and shopping at Polo View Market. Their itinerary highlights Kashmir’s cultural and natural splendor, sending a clear message that the region is safe for tourists. One judge praised the robust security measures in place, reinforcing the Valley’s readiness to welcome visitors.
The Pahalgam attack, carried out by Pakistan-backed Lashkar-e-Taiba at the picturesque Baisaran meadow, was a devastating setback for Kashmir’s tourism industry. With 3.6 million visitors in 2023, tourism is a cornerstone of the local economy, contributing nearly 8% to Jammu & Kashmir’s GDP. The attack’s aftermath saw over 13 lakh booking cancellations, crippling hoteliers, pony riders, and small traders who had invested heavily in the peak season. The loss reverberated across communities, threatening livelihoods.
The visit has sparked cautious optimism among locals. Tour operators report a slight rise in inquiries, and hotel owners hope the judges’ presence will encourage more arrivals. The Jammu & Kashmir administration is doubling down on tourism promotion, offering financial aid and developing adventure and religious tourism to diversify attractions. A local shikara owner said, “This isn’t just about tourists—it’s about giving hope to Kashmiris live on this.”
The judges’ tour follows heightened regional tensions, including India’s retaliatory Operation Sindoor, and Pakistan’s border shelling. Despite these challenges, the administration’s Minister Omar commitment to safety steadfast, with Chief Omar Abdullah pushing for a memorial for the victims and seeking central support for economic recovery.
